This low-water activity is essential for extending shelf-life and preserving freshness in dry pet foods, often resulting in firmer textures. If you are concerned about their firmness, you can soften them by placing the biscuit in warm water for a short period of time or wrapping them in a damp paper towel and heating them in the microwave for 10 seconds.
